The need for reform in the city of New Rome is a source of conflict at the top of power. The brilliant architect Cezar Catalina (Adam Driver) wants a utopian, idealistic future for the city. His opponent, Mayor Franklin Cicero (Giancarlo Esposito), is a supporter of the capitalist status quo, which honors the interests of the wealthiest. Torn between them, Julia Cicero (Nathalie Emmanuel), the mayor's daughter, will have to choose between her fascination with Cezar and loyalty to her father. The conflict will force everyone to answer the eternal question - what should the future of our society and the entire civilization look like.
